Dear Mr. Callaghan,

Based upon what is stated on the Essex County Public Health
Department’s website I conclude that it was the decision of the New
York State Department of Health (DOH) to place information concerning
persistent organic pollutants (POPs) produced by the US Environmental
Protection Agency (EPA) on that website.  Placing the EPA information
on the Essex County Public Health Department’s website serves to
provide the public with an assurance that government is taking action
to address the matter of POPs contamination of the environment.
Furthermore, the EPA information would lead a non-expert member of the
public to conclude that there is no need for an individual to make any
changes in her/his diet to reduce exposure to POPs below a level that
is causing harm.

In 2010, the World Health Organization (WHO) published the report,
“Persistent Organic Pollutants:  Impact on Child Health”.  This report
describes the risk of harm to health that is imposed by POPs exposure
at current levels of food supply contamination.  WHO recommends action
to minimize the exposure that children world wide receive to POPs.
The WHO information on POPs serves to warn the public of the POPs
exposure health hazard constituted by the presence of POPs in the
animal fat foods of the mainstream food supply, including:  meats,
fish, dairy products and eggs.

I would like to discuss the DOH decision to place the EPA POPs
information on the Essex County Public Health Department website
rather than the WHO information.  Please find below a letter to Judith
Enck, Region 2 EPA Administrator.  This letter provides further
background on this matter.

Please let me know when we can speak on the telephone about this DOH
educational outreach on POPs.

Dear Administrator Enck,

I have carefully examined the information that the US Environmental
Protection Agency (EPA) uses to educate the American public on the
subjects of persistent organic pollutants (POPs) exposure and damages
to health.  This information exists on a webpage accessed via the URL
named below.

I have concluded that this information fails to warn the general
public of the existence of the POPs exposure health hazard constituted
by the presence of POPs in the animal fat foods of the mainstream food
supply.  This information serves to assure the public that there is no
need for individual action to avoid POPs exposures.

The information that EPA uses to educate on the subjects of POPs
exposure and damages to health is causing harm to the American people.
This harm consists of the inaction on POPs exposure avoidance that it
fosters.  Having been assured that the federal government is taking
action on POPs and having received no warning from the federal
government describing the health damaging effects of POPs exposure at
current levels of food supply contamination, the American people
remain unaware of the importance of POPs exposure minimization and
continue to consume POPs contaminated animal fats as if there is no
significant risk of damage to health imposed by the associated POPs
exposures.  EPA is responsible for the continuing avoidable POPs
exposures of the American people.

changes in the information that EPA uses to educate on POPs.  Please
see the letter found below for further information on this matter.

Dear Congressman Owens,

The US Environmental Protection Agency (EPA) provides educational
outreach to the general public on the subject of persistent organic
pollutants (POPs).  This is accomplished primarily via a webpage.  I
have examined the information on that page.  I have concluded that the
information is being presented for the purpose of downplaying the
significance of POPs exposure in disease causation.  The EPA’s POPs
webpage does not warn of significant harm to consumers of animal fats
resulting from POPs exposure at current levels of food supply
contamination.

The non-expert reader would fail to comprehend the significance of the
POPs exposure health hazard after reading all of the information on
the EPA page. The information presented by EPA focuses the attention
of the reader on the need for more research and would cause the reader
to conclude that risk of harm is likely to be limited to subgroups of
the general
population.  The EPA does not make clear the fact that all animal fats
including those found in meats, dairy products, fish and eggs
available in supermarkets are contaminated with POPs.

The EPA presents information on POPs for the purpose of creating the
illusion that the US government is actively addressing the POPs
contamination problem.  The US government is doing very little to
actively address this problem.  The US government is attempting to
avoid
its public health responsibility to provide warning of the avoidable
POPs exposure health hazard.

What EPA presents is very different from what is being presented by
the World Health Organization (WHO).  I have provided you with the WHO
report titled, “Persistent Organic Pollutants:  Impact on Child
Health”.  This report acknowledges the existence of harm to public
health caused by POPs exposure at current levels of food supply
contamination.  This report recommends action to minimize the
exposures that all children receive to POPs.

Please contact EPA and make known my position on this matter.  I would
like to have the opportunity to discuss with EPA action by that agency
to warn US citizens of the existence of the POPs contamination of
animal fats health hazard.  I believe that it would be very useful to
have a member of your staff involved in this discussion.  Please
attempt to motivate EPA to join into such a three-way dialogue on POPs
exposure minimization.  The most effective way to move forward with
this issue is to speak with EPA and Steve Hunt from your office via
conference call.  I am hopeful that your office can make arrangements
for this call.
